Creating Super Overlays that overlay other overlays
yes. exactly.
By design, interactive overlays made with the Overlay Creator Panel are sitting above static content from InDesign.
When you have elements that indicate interactivity (such as “swipe your finger here”) they would go behind the interactive element once the interactie content will be activated (such as image sequences, web content or videos).
It is possible to keep them above. Just convert them into a slideshow. Because: interactive elements can sit above other interactive overlays.
So to keep a “swipe here” button sticky on top, just convert it into a multi state object with two identical states and make this an auto playin slideshow (disable looping and crossfade for performance reasons). The important thing is that the both states are identical. So there are no visual changes in the slideshow.

You can also convert any other object into a two-state-MSO with identical states, even with transparency, that would overlay a video, or an image sequence, or an Pan & Zoom, the possibilities are endless.
